Developing Our first contribution code for Proxmox - any help from Developers?

Hi,
Regarding to: http://forum.proxmox.com/threads/175...VZ-VMs-Traffic
I want to develop and contribution OpenVZ Limit bandwidth (TC) for Proxmox as part of Proxmox GUI + API Support
The Challenge:
me and my development company have no Previous experience with Development for Proxmox and it's should be High level in order to be approved to be part of Proxmox code.

how can the Community help?
we have few questions for this development, any help will be very welcome.

1. how to build/edit interface management in Proxmox GUI?
2. How to add additional functionality to the Proxmox API?
3. is there any Specification Guide the help to know how to make / what is the right way to add any modules/additions options to the Proxmox additionally to http://pve.proxmox.com/wiki/Developer_Documentation ?

any additional info that can help also welcome :)
