web gui access for specific user from specific network

Hello,

as i read its possible to allow/deny the access from different networks to the web-gui in /etc/default/pveproxy...

is it also possible to allow only a special user or group to connect from a specific network?
e.g. allow all users to access the web-gui from network 192.168.1.0/24 but only allow admin-user/group from network 192.168.2.0/24
