Feature request: user privileges

I would like to raise the topic of a proposal-discussion of user privileges for VMs, in connection with the active phase of development of pve version 8 and the upcoming 9

1. VM.Config.Network: too many rights are currently tied to this privilege: adding a network adapter, changing existing interfaces and managing the firewall. I think the rights of this privilege can be broken down into something like
- VM.Config.Network: adding and modifying network interfaces
