vf disappears when start any vm

Kernel Version Linux 6.8.12-1-pve (2024-08-05T16:17Z)
Boot Mode Legacy BIOS
Manager Version pve-manager/8.3.5/dac3aa88bac3f3
mobo ROMED8-2T

So all VF are showing. When i start any VM with one of the VF passedthrough, somehow they all disapears and the "Kernel driver in use" gets switch to vfio-pci
