VM unable to see secondary network

Greetings. We have a cluster with the following network configuration, most of which is working correctly but when I try to add a second NIC to a VM it can't see the network. Here's the network layout:

Host level - everything works here:
bond0 (used for management only)
bond1 -> bond1.110 (VLAN, MTU 9000) -> netappbr0 (bridge with IP, MTU 9000, connects to storage)
bond1 -> vmbr1 (VLAN aware, MTU 9000, used for VM connectivity)
