Changing Shutdown command to Stop on a Backup

Is there any way to tell Proxmox to issue a "stop" instead of a "shutdown" when backing up certain VMs?

I'm running some android-x86 machines, and I can't find any way to make them correctly respond to the shutdown command. Which was expected.

Good news - for a full proxmox shut down, I can change an option so it force stops the VMs after a couple seconds of waiting for a shutdown - that seems to work fine.

But for backups, the system is waiting for them to shut down, they don't, and...
