Can I blacklist a GPU, rather than the drivers, for PCIe passthrough?

I have 2 Intel Arc GPUs. One of them is used by Proxmox and is used by Plex and Jellyfin. The other one I want to passthrough to a Linux VM. I've gone through all the steps to enable the passthrough except for blacklisting the drivers. I don't even know if blacklisting the Arc drivers is even possible as they seem to be baked into Linux because both GPUs were working as soon as I put them into the server.
