Help, rule custom anti spam

I am new to the forum, I have a PMG 8.1.2 and a Zimbra 8.0.6_GA in my infrastructure, I am wanting to implement a filtering rule by "Regular Expression", but it would not be working for me and I want to limit mass submission per user, for example that they cannot send more than 100 emails per hour. I would appreciate the help.
